NJ Certified Public Manager Program

Fall 2022 – Spring 2023

The NJ CPM Program is administered by the NJ Civil Service Commission and delivered by Rutgers University. The NJ CPM program consists of 22 mini courses offered one day a week for 10 months on a variety of public service topics and includes a work-related project that will benefit the participant’s organization.

Up to 15 undergraduate credits or 9 graduate credits can be applied toward a degree at Rutgers School of Public Affairs and Administration. All CPM Graduates receive 30.2 CEUs.

CPM graduates report improved leadership and organizational skills as well as opportunities for career advancement.

Tuition is $4,100 per student for cohorts starting after Sept. 30, 2022. The Department of Military and Veterans Affairs has approved CPM for GI Bill educational benefits. Payment plans are available.

New Pension Calculation Guidelines

Dear Members of IBEW Local 30,

The Pension Contribution Memo was issued by Div. of Pensions and Benefits to provide guidance to payroll certification officers when calculating pensionable salary for those retiring in the near future.

If you have any questions concerning salary calculations used for pension purposes  IBEW Local 30 recommends you contact your department/agency payroll office.

You can expect to see a lump sum pension deduction in your paycheck in the near future to cover the original 2% COLA effective time period July 2020-July 2021.

For example, if you earn a salary of $100,000 then the 2% COLA would be $2000 and 7.5% (pension rate) of that would be $150 additional pension contribution you owe.

This information has already been sent out to department and agency payroll offices.

Also please be advised pension deductions for the 2% COLA you received in this week’s paycheck has been in effect as of the first full pay period in July 2021.  Please refer to your pay stub for verification of this deduction.

I know this can be confusing however we have been advised efforts are underway to ensure pensionable salary calculations will be done accurately.

Plan Administration 

Effective January 1, 2020, all active employee SHBP plan designs will be solely administered by Horizon Blue Cross Blue Shield of New Jersey (Horizon). This change was the result of a public competitive procurement process that resulted in an award to Horizon only.  All managers represented by IBEW Local 30 who had NJ Direct 15 have been moved to NJ Direct/NJ Direct 2019.  Check out https://www.state.nj.us/treasury/pensions/documents/hb/oe2021/ha1059.pdf.
